Qlik Sense to Power BI Migration for the Servicio Cántabro de Salud
The modernization of data analysis platforms is a key step for public organizations to make more agile decisions based on reliable and up-to-date information. In this context, LISDATA has accompanied the Servicio Cántabro de Salud (SCS) in the evolution of its Business Intelligence ecosystem through the migration from Qlik Sense to Power BI, supported by a modern cloud architecture based on Microsoft technology.
Who is the Servicio Cántabro de Salud?
The Servicio Cántabro de Salud is the public body responsible for planning, managing, and providing healthcare in the autonomous community of Cantabria. Its activity ranges from primary and hospital care to public health services, prevention, and rehabilitation, guaranteeing universal and quality health coverage for citizens.
In addition to its healthcare work, the Servicio Cántabro de Salud plays a key role in the management of human, economic, and technological resources of the regional health system. In an increasingly complex and data-oriented environment, the SCS is committed to modernizing its information systems as a lever to improve efficiency, decision-making, and the quality of service offered to both professionals and patients.
Boosting the BI Ecosystem of the Servicio Cántabro de Salud
The SCS sought to take a step forward in its data analysis strategy, moving its operations from Qlik Sense toward a solution more aligned with cloud technologies, which are scalable and offer greater integration capacity.
The main challenges of the project included:
-
Establishing a scalable architecture, prepared for the growth of the corporate Data Warehouse.
-
Having up-to-date and accessible information on active contracts, absenteeism, and personnel costs.
-
Unifying data exploitation in a flexible, interoperable platform with optimized maintenance.

Our role in the project
At LISDATA, we designed a strategy based on the Microsoft Azure ecosystem, capable of integrating data from different sources and offering a solid analytical vision for the SCS Human Resources department.
The benefits obtained with the solution were clear:
-
A modern architecture prepared for the future growth of the Data Warehouse.
-
Reports developed in Power BI that allow for the visualization of key personnel metrics in near real-time.
-
Greater capacity for data-driven decision-making, thanks to consolidated and automated analysis.
Development and implementation of the solution
To respond to the stated needs, an Azure Data Warehouse was defined, integrating data from the SCS management system.
In accordance with the technical decisions of the organization, the data supply was carried out using information previously processed by their ERP provider. Based on this, two main reports were developed in Power BI:
-
Human Resources Report
-
Personnel Costs Report
The dashboards were built following our corporate template, ensuring visual clarity, scalability, and proper data governance.
Technological Architecture: Secure, Flexible, and Scalable
The solution is supported by a secure, flexible, and scalable cloud infrastructure, designed to meet the requirements of a public health body.
Main components of the architecture:
-
Azure Databricks for the orchestration of ETL processes (ingestion, transformation, and consolidation).
-
Azure Blob Storage as the base for the Data Lake and the implementation of Delta Lake.
-
Azure Key Vault for secure credential management.
-
Virtual Private Network (VNet) and private endpoints to ensure secure internal communications.
-
Site-to-Site VPN for connection to the SCS network and access to its internal systems.
The data architecture follows the Medallion model, with a clear focus on scalability and flexibility, starting from controlled source files updated daily.

Progress Achieved with the New Platform
The project included:
-
A structured Data Warehouse, prepared for future expansions.
-
Power BI Dashboards adapted to the operations of the Servicio Cántabro de Salud.
-
Complete documentation of the architecture and the implemented processes.
The SCS now has a solid foundation to continue evolving its data analysis strategy and advance in its digital modernization process.

Applying Our BI Expertise to Public Organizations
For LISDATA, this project with the Servicio Cántabro de Salud reinforces our commitment to a leading public sector and our ability to design and deploy Business Intelligence platforms in complex environments with high technical and organizational requirements.
We continue working to ensure that public organizations have solid analytical tools, aligned with their real needs and prepared to evolve in the long term, putting data at the center of management and supporting more informed, secure, and efficient decision-making.
